Since every Great Clan expands and patrols in relatively different directions, every Great Clan has their own protocols for first contact with alien races. Thankfully, the two clans most likely to encounter new races are the Unicorn and the Mantis, who have an established history of contact with foreign nations (less thankfully, the third most likely is the Lion, and those encounters don’t tend to go as well). But once first contact is made and diplomatic relations/negotiations must be established, all aliens find their envoys sent to the same place: Burning Stars Six.
The most advanced space station in the Empire of the Emerald Stars, BS-6 is located near the heart of spacefaring Rokugani civilization, roughly between the territories of most of the Great Clans (and a few of the minor ones). The station is watched over by the only Minor Clan with no planet to call its own: the Silkworm. It is here that the Honda family oversees all diplomatic relations with alien species on direct behalf of the Radiant Emperor. No Great Clan could be trusted to negotiate terms with foreign star empires without manipulating those terms to their own benefit, so the Emperor instead gifted Ide Honda, perhaps the foremost xenodiplomat of the early age of space exploration, his own family and Minor Clan with which to handle intergalactic relations.
Though the BS-6 station was built well over two centuries ago, it is constantly in a state of update paid for by Imperial gifts; the Emperor is extremely committed to this surprisingly successful diplomatic experiment. Thus, while the Silkworm have no actual planet to call their own, they are likely the most technologically advanced of all Minor Clans.
